Who would use a delivery company just to have their stuff sleeping in a warehouse somewhere. Transport is a mixed bag also as it not only takes in to account the amount of the total demand for given line that has been delivered, but also takes into account products en-route as they are still considered to be undelivered until they reach an end point or drop off zone but are yet still added into the overall equation as the product is listed against a demand request and this request is not fulfilled until that item reaches its destination, and until that item reaches its end point the demand for that item will constantly be requested from the factory (this leads to lines missing out on supplies and other lines having way more supplies than is needed). But as with every other method of transportation in this game, like you learned in the campaing, you need to have a complete delivery circuit for any industry to give you their goods for transportation. looks like it's because your truck terminal is not connected directly to the cargo train station. (an industry will still run with under supply it just wont be meeting its actual demands and will have further affects down the line) So the Factory is producing and the train is able to hold machine parts, the line is set up and the station is connected, but unfortunately it still won't start shipping. Keep in mind also that if this is an intermediate or end industry (one that requires materials to produce products) then you need to account for the supply rates for the factory also as this is also figured into this figure just to a much lower degree. Shipment is the amount of materials being shipped out from the factory over a given time, this is again represented over a yearly scale HOWEVER this is actually calculated and updated EVERY financial cycle (3 months) so this must be balanced out against the Production over a year cycle to maintain efficient and constant production/shipping. It is however calculated on a yearly basis and updated based on the financial reports at the end of the year. Production is the amount of materials being produced over a given time, In TF2 this time figure is set in the term of a year cycle, however this is broken into 4 phases (3 months per phase) which coincides with the financial reports. The above replies are correct but i will further enhance on them.
